I believe that if one wants tax payer gibs, one must work in a local, state, or federal work program doing the jobs that have been labeled as those that Americans won't do. This would eliminate the argument for unskilled foreign workers being a necessity.
Highway roadside garbage pickup, street sweeping and trash pickup, superfund site land reclamation, manual stump removal with hand tools, forest trail maintenance for the park services...
