No shit. In theory, only congress has responsibility for budgeting and dispersement. The idea of the executive branch spending anything not allotted by congress by executive order is blatantly unlawful. But we are not a nation of laws- we are a nation of political will. A political will that IS the law.
Congress has delegated it’s authority in many ways, allowing executive agencies like OSHAA and the EPA to act as legislators enacting their own laws, for example….
