Here is the test. We send people unknowingly in their cars to a train crossing. The lights are flashing. DANGER! But no train comes. If they don't drive past the flashing lights in five minutes, we execute them on the spot.

If there are arms across the crossing, no one will ever cross, no matter how long they wait. They’ll turn around and go another way, and then they’ll reach the same track somewhere else and just sit there waiting again.
