The painting is just wrong, and in more ways than one. For starters, The Arch of Constantine is more next to the Roman Coliseum than in front of it. So you can't actually see the Coluseum through the main archway like that. This just isn't how they line up.

No idea about this particular scene but painters used to copy other paintings adding shit here and there. So no real mystery here.
