Here is a random map of North American Alligator range of habitat. Yes, that includes the southern portion of the Rio Grande. And, guess what - they they can swim upstream. (Obviously, the further they swim, the colder the water gets, so there is a limit of how far they can go.)

Trump is awesome, but to blame / credit him for alligators in the rio? Yeah, no. Dumb.
