Putin doesn't want to ceasefire until he's accomplished the objectives permanently and made the zones permanent neutral zones without weapons that can threaten russia. He's had ceasefires and he's had agreements before with the west and every time all they've done is re-arm Ukraine so that you craine can go after Russia again and after all this expense in the death of all these soldiers Putin is not about to allow that to happen. He'd rather fight it out when he's winning and permanently make all those areas of Ukraine completely incapable of threatening russia.
