I've dealt with a mother like this, the solution is simple:
Call her out on every single instance. Tell her to pull over or you'll force her to, then you take the wheel and put that stupid bitch in the back and tell her to shut the fuck up.
She's a child and there is no hope for her. Even off the meds, her brain is too fried. The damage is already too great to not have some permanent damage.

If she’s losing control of her hands, it sounds like she’s hyperventilating. Too little carbon dioxide will quickly cause your hands to tingle and shut closed.
Experienced this one time as a teenager after several shots of espresso. You start breathing faster because you’re tweaked out. Then you start to feel weird so you get an adrenaline rush and begin to breath very fast - further inducing the tingling and strange effects.
Best thing you can do is be aware of this and calm your breathing. Some people use a paper bag to recycle breaths. Drinking/hangovers can cause this. So can magnesium deficiency.
