Get residency in Paraguay, first. It's as easy as speaking a bit of Spanish, and putting $5k usd in a bank account. boom, residency.
Then you've got access to the Mercator group of countries. Uruguay has a time in country requirement, but residency in Paraguay, and re-enter the country every six months is perfectly feasible.

Uruguay is very nice. Slow pace of life, nearly modern technology, great weather.

I'm not putting up with Winter to live in this commie shit hole any longer.

It's probably ok if you are a retiree or similar with money and dislike cold climates and want to relocate. Cost of living is lower I mean. The seasons are similar to Australia I think. Even Southern California is a bit nippy in times when much of South America is more temperate.
