Now that they're not under orders to stand around with thumb-in-ass, ICE can issue a detainer for any illegal picked up by any other law enforcement agency, including the DEA. So my guess would be the DEA raided a stash house or drug lab and this guy was on the caught-and-released list from the preceeding 4 (to 16) years.
