If the GOP can get an external war going before midterms, it doesn't matter that they wouldn't have accomplished much of nothing (the USAID shutdown was Trump not the GOP, but potato-patato), the right/israel-first faction of the uniparty retains control instead of the left/china/globalism-first coalition.

Would be the perfect opportunity for the chinese to manufacture their own external distraction war, while avoiding direct war with the u.s. over say taiwan (when they're not quite ready to commit and win yet), without directly giving the u.s. something to coalesce, unite, and distract the western populace over.

I'd put 1-in-3 odds on the kashmir terror attack having been manufactured by chinese intelligence, to either distract india ahead of a chinese attack against them (india already backed down from the chinese tiger, showing weakness to save the peace with neighbors), or alternatively push india toward china when a war kicks off, chilling relations between india and the u.s. as a secondary benefit to the chinese.
