A CSS or IMSI catcher AKA a 'stingray'.

Law enforcement use CSS (Cell Site Simulator) to pinpoint the location of phones often with greater accuracy than other techniques such as cell site location information (CSLI) and without needing to involve the phone company at all. CSS can also log International Mobile Subscriber Identifiers (IMSI numbers) unique to each SIM card, or hardware serial numbers (IMEIs) of all of the mobile devices within a given area. Some CSS may have advanced features allowing law enforcement to intercept communications in some circumstances.

Anyone with an active cell phone coming into the detection zone is identified and logged - and later retrieval of data/ phone use and messaging is possible dependent on the software capabilities of the CSS device being used.

Because set up in a car park in the middle of no where is no use for an electronic weapon.

Plus it has nothing for an operator to hold on to or any way to direct it unless the operators all want to be zapped.
