The only time I ever heard of it it was always some crazy skank trying to run over her husband/bf/wham bam thank you ma-am partner. You are right though. The only time I ever heard of people mowing down other people with a vehicle was after GTA came out.

Lots of sandniggers doing just that for many years - probably what the original GTA London top down view game was lambasting when they released it. Before that was the Diablo-like Postal game poking fun at mail carrier rampages.
