Yeah? And? That's how it works. That's literally the law. First, "German", I am sure. Second, they had no itinerary nor any lodging plans, which could include campgrounds, kin, or even couchsurfing. Further, they probably could not provide proof of resources to conclude that they could financially support their stay.
