Tim is innocent. He was set up. You, of all people, should be able to see this. He was actively working in a security related capacity for the USG at the time.
I read Toobin's biography of McVeigh last year. He deals with the conspiracy theories. I think he did it. On top of that you have the problem that McVeigh admitted he did it.
