Mirrors MA and CA state laws. They target detachable magazines, magazine capacity and semi-auto, specifically. The primary reason is to render the citizen less powerful than the state. If all peoples can own the same class of battle rifle as those who function to protect the state, the outcome in any potential civil conflict is not in question. The founders were clear, the last available option of a free people against a tyrannical government was resistance and thus it was decided that there should be zero infringement on their capacity for self-defense
