This is important to note. Most states do Unemployment payments based on a period of quarters income over the past year.

This would normally eliminate non workers from getting paid. As they paid nothing in to account for what they should get paid out.

The only way it can work is having a shell corporation that spun up fake SSN's and then gave them fake income on a corporations books. Then those fake SSN's can now collect unemployment. I bet they registered the unemployment to family and friends residence that the false persona was "living"

I dont think it had to even be that complicated. Most states use the same automated system for unemployment and mailing of the cards. Its another one of those quiet monopolies that exists which print the cards and manage ebt and unemployment benefits for the States.

The ssn has to be attached to income from a company, attached to an address, attached to a "person" somewhere in the system. I got unemployment pay 5 years ago or so, it was a very stringent application process.

So if it wasn't done in some form like I proposed it was an inside job of those involved in those organizations
