The ranchers are the owners of Blackrock, the stock market, and all the rest. They're the trillionaire families who've owned the ranches for generations. They employ a lot of ranch hands and ranch admins to keep their holdings operating at a profit.
Probably a pretty smallish group are the actual principles, but their empires are vast.
They're not part of the herd, because the difference in power levels is similar to that of real life ranchers and their 4-legged cattle. Maybe more so. 4-legged cattle ranchers rely on physical containment. Human ranchers control the minds and beliefs of the majority of their herds.

I think its more complilcated than that. I don’t think there are like a few dozen ranchers who “know whats going on” and are playing 27D chess. Nobody is totally in control and everybody is a little influenced by the herd. Because we’re the same species.
Bees are a really good metaphor for our society. Many of them socially parasitize each other. But none of them “know” what they are doing. Parasites don’t know they are parasites.

This metaphor is as inadequate as they usually are, but the (few hundred?) ranchers are clearly playing 27D chess. And yes, none of them are "totally in control". Like real life ranchers, they have to deal with each other and react to changing conditions. Sometimes even stampeding each others cattle.
At the end of the day though, they're still increasing their powers and control of their herds.
Herd behavior is the behavior of individuals in a group acting collectively without centralized direction. Herd behavior occurs in animals in herds, packs, bird flocks, fish schools and so on, as well as in humans.
I'd contend their only herd behavior is favoring themselves over the cattle. Both them and the cattle seem fine with the arrangement, or neither would keep doing it. To cut the cattle some slack, most of them would die without the ranchers. That's a design feature of our 'civilization'.
