Actually this map matches levels of WHG (western hunter gatherer) ancestry pretty well and we know blue eyes were ubiquitous in WHG and are the origin of blue eyes.
Skin tone maps are worth looking at. Unsurprisingly Norwegians are lighter than Iberians.
Also fair to say that blue eyes/blonde hair are about equal among Russians, Germans, and English. Actually, blonde hair may be more common among Russians than Englishmen.
