Sure. Draw a FBD (free body diagram) and you have each floor modelled as several "downward" forces as the tower goes up. Next, you have to add in the wind pressure, which is a force normal to the faces which would equal F_pressure = AREA x WInd_Pressure. Note that wind_pressure could be approximated using Bernoulli's equation so that Wind_pressure = (air_density x normal_air_speed^2)/2 (the details are in your fluid mechanics textbook). This F_pressure then has to be placed directly on the center of the area on the side the wind blows. Also note that the normal_air_speed is the DOT PRODUCT of the normal vector (or PROJECTION) upon the face the wind is blowing. You will also have to model these pressure forces on two faces if the wind direction is not exactly perpendicular. After doing all of that, you must sum up all of the TORQUE about the wheel base. The stability of the tower will be lower and lower the more it leans as the gravitational forces (recall this would be modelled by floor, or as a continuous beam at the center of mass, which yields the same thing).

The final equation (from the torque sums) when the total "force" moves past the wheel base. Clearly, this system went "dynamic" meaning the floors up the tower moved so that the sums of those forces could not counteract the wind torque.

It all becomes more clear with diagrams, which is not possible here, but if you follow the instructions you could figure it out.

On a side note (pun intended), you could also model the "slip" this way. In fact, a great exercise to do for first year university physics students is the "slip-tip problem". OP...for a final grade on your submission I would grant you a B+...you failed to factor in "Murphy's Law"...however, you did allude to the C/G confliction with your mentioning of "gravitational forces" . ...you're good Dingo but I really didn't think that there was anything to debate here, particularly given the fact that the dolly being used for transporting the structurally flimsy monolith was grossly disproportionate to the height of the load as well as the ratio of base to apex dimension...but you did well.

These jeets actually love to be crushed by 'juggernauts'. Usually they like it better when someone falls under the wheels but I think this will also do. "The word "juggernaut" comes from a sacrificial procession during the 1600s in parts of India.
