This all depends on the owner's situation. If they have an existing property that is profitable and can tie the wedding venue into the same basic overhead (non-variable) structure, and if they can charge the right prices, then they can be profitable.
Our family knew a couple that ran a certain "outdoor entertainment" type of business. They had a massive property. They put a gorgeous hall in an unused corner of this property. The guy's wife started renting it out for weddings and she is booked year round. You're charging $15k per couple for a Saturday afternoon/evening and Sunday morning clean-up. They have contractors for the booze and decor, all extra. It's cheaper than venues in the city and all you really trade on is proximity to hotels (about a 5 minute drive).
There is no way they lose money. That doesn't mean they aren't putting dirty money in. I'm not sure. It would be easy to launder drug money through a business like that. I agree that a standalone business of this kind would probably be tough to profit on, probably more so in the first 5 which is why many probably fail.

I can answer this one as I deal with it regularly. They were trying to wipe out the mom and pops through discount pricing and unfair competition. They did this so you have no alternative to shopping at places that enforce commie requirements like masks. Also the corps make sure not to buy from small local producers citing "health standards" to make sure joo vill eat ze boogs und be hoppy.
