That's for a 100 yard zero. If you're shooting 700 you have a dope chart for your loads and just spin your elevation turret until it's a dead hold. You don't try Kentucky windage that far out unless your name is Jerry Miculek.
Also if the shot is actually 700yds it wouldn't surprise me if that's a 6.5 Creed/PRC or something else with a better BC.
Where did you get the calibre of that shot? I've not seen it confirmed anywhere where I've seen that video linked. In another post I called it as probably 308. Those two rounds are very similar. 308 does drop like a rock out around 800-1000 but its still kinda hard to believe its that much even looking at the table.
I've never been shot at closely enough to see something like this, but I knew a Marine who caught a bullet on the side of his helmet. He said he could see the projectile coming, and then his life sort of flashed in front of his eyes, and next thing he knew he was on his ass, his left eye swollen shut.
What he described looks a lot like this. Like someone lobbed a little rock at you. It makes me wonder how often someone who is shot can actually see the projectile coming at them. The strange "time dilation" effect that adrenaline can cause may make the world seem to move way slower... you may see details that you would miss under normal circumstances.

I looked it up and it drops around 179 inches at 700 yards. So the guy is aiming something like 14 feet above the target to compensate.
