You can get beer in half gallon and gallon sized glass bottles, at least in Florida you can now. It used to be illegal, basically because the big brewing companies paid to keep it consistent across all markets. That said, if you drink domestic conglomerate beer like bud, miller, or Coors you're not gonna find bottle shops that offer that on tap. Alcohol is always going to be finicky though because states all have different laws about what's legal to sell, so the big brewers shoot straight down the middle and basically fund legislation to keep their business model consistent and sustainable across markets. Coffee is different, states don't really legislate the sale of coffee, with the exception being Utah because Mormon. I would think you could sell that in whatever size you want, but is there really a market for a two liter bottle of coffee? Probably not. Coffee is acidic, so you're gonna want that sold in glass anyway. I have seen growlers of iced coffee at Fresh Market though, so it's also probably already available even if it's not widely available.
The government needs you to buy milk in bulk because they supplement dairy farmers and have been doing so for decades. We have massive underground vaults full of cheese that no one knows about, and no one knows what the fuck to do with. Alcoholic beverages on the other hand are a massive source of tax revenue, so they prefer when you buy it in smaller quantities. Build your own kegerator and then you can buy beer in bulk, not that it will save you much. A keg is only slightly cheaper per ounce than buy beer by the case, although it is usually better tasting.
Soda is artificially carbonated by adding CO2. Beer is naturally carbonated by the yeast and sugar.
Beer isn't supposed to be sold in plastic bottles because if the natural carbonation gets out of hand, it could blow up the plastic bottles.
In my younger days we would brew home made beer. A buddy of mine added too much sugar before bottling. (You add more sugar just before bottling for the second round of fermentation and for carbonation.) He had some of his glass bottles explode.
And also, beer can't be exposed to light, or it quickly turns skunky. So it's sold in cans or in brown bottles.
Yeah, some pale ales and pale lagers like Heineken and Moosehead are sold in green bottles, and Corona and Millers are sold in clear bottles. But they are pales and they use very little hops or hop extracts. So they won't turn skunky as quick.
Also, plastic isn't air tight. It's semi-permeable. CO2 can escape, and oxygen can get in.
But, in the past I have seen beer sold in plastic bottles. The Great Western Brewery did sell beer in plastic 2 litre bottles in the early 2000s. I had one in my beer bottle collection. (I was told that a bottle collection was cooler if the bottles were full.) After a decade, it hadn't leaked any beer, but the bottle was kinda deflated.
Why is it that you can't buy a 2 Litre container of beer?

Usually marketed as "minikeg" or "partyball" in the USA.
Also growlers for draft beer at a gastropub or brewery.

Because exploding skunks are a bad idea.

2. Coffee should be brewed at home in whatever quantity you desire. Buying a cup of coffee is peak midwit normie behaviour.
3. Pasteurized milk is dead, and disgusting. Find a rebel dairy farmer, and buy real milk.
