Vingtième or land tax was specifically designed to keep the aristocrats ruling over the serf class. Before that it was called the taille, which was a tax payable only by peasants and not nobility. Furthermore, those taxes went into funding military campaigns, so not only could the blue bloods keep you as a peasant, but you were funding the deaths of your own sons so you then couldn't afford to eat healthy for another decade after losing your lineage.

Want to be even more disgusted, look into Family Farm Tax in the UK. An asset is completely paid off generations ago, corporations move in and buy adjacent farm land hyper inflating property values, you then inherit a farm and have to pay the government 20% to retain an asset you already own which is 10x more than you and your sibling's combined income.

In Volkish tradition the Cheiftain would give you 10 cows and tell you to bring some back next year.
You could bring back as many as you want, or keep as many as you want.
If the Chieftain liked the amount you brought back, I.E. more than 10, he would reward you with better land and more protection so you could bring back more every year.

What you are describing isn't a land tax, because the people being taxed didn't own the land.
You are describing a Serf tax.

What you WANT is a system in which only the people who have something to lose get to vote.
People who own land have something to lose.
They aren't going to vote for people who are going to take what belongs to them.
They are just going to vote for policies that protect them and their land.

The people who founded this nation decided:
"no taxation without representation".
And that only land owners could vote.
Thus, owning land = paying taxes.
