There is one thing it is achieving, at least in theory - bit by bit, it exposes individuals in the federal government who refuse to do as instructed.

The loyalty test theory actually isn't bad, especially because the actual files are already leaked long ago, so the official release is can't tell us anything new. It can reveal refusers though, presumably those previously unknown to the team.
