Who programmed Skynet in Terminator universe?

I think Skynet in Terminator was programmed to exterminate humanity by somebody who was aware about Jews being degenerates and other people being idiots, allowing Jews to do whatever they want.

I think anybody who knows these two things, knows that humanity is doomed.
