They gave these under the guide of safety (call in a fire, health issue, etc) but it turned into just more free shit for niggers, and gave them a platform they don't deserve because they litterally can't afford it otherwise. Welfare was to keep someone alive, not provide a lifestyle. And that system needs to be reset.
The internet is a utility as much as phone lines these days, so there is an argument to provide a smartphone to the... underprivileged. However...
They should be like government cheese - entirely utilitarian. Only access to .gov websites and government-sanctioned apps, and hardware sufficient to enable that access. Video-capable only to a utilitarian degree - you may need to provide pictures or facial recognition for authentication, or scan a QR code, e.g. But the architecture could be such that streaming video would be so clunky and choppy that it would be unusable.
You could easily put a verification token on all government apps and in the firmware of the government phones that private entities wouldn't have access to (and/or would face severe penalties if they used said token). Yes, mod chips and upgrades would come into circulation, even with updates and countermeasures taken against them, but you could penalize that as well if detected. You can afford a mod chip to bypass the government phone? Cool, get yourself a real phone - your government plan is revoked.
These people never had effective parents, so society/government needs to show them what real discipline is.
But the architecture could be such that streaming video would be so clunky and choppy that it would be unusable.

Not only that but the search engines actually took you to places you actually wanted to find. It was like a space odyssey and you found others, but the barrier to entry was high and rare to even land there.
It helped that money was pouring in leading into 2000.
I thought this post would say include the fact that when you would return press back from a page it would be automatic because if auto cache memory and not like now where the page reboots counting as a download again.
That's because most "web developers" were scammers charging a premium to make a template like Wix or WordPress with a bunch of plugins.
Then it just became "social media managers". All websites for any local company is just a single landing page pulling assets from things like Node.js to have a flashy interface for just displaying their address and phone number along links to their facebook and instagram accounts.

Back when AOL was your internet provider, and Netscape was a browser. We never used Netscape though, it was AOL 100%. Used it for mail, browsing, and I used it for the heavy metal chatroom, when those were a thing.
