It's the ISP. Changing your DNS (the "phone book" your ISP uses) will get your catbox links to work.

Can attest Verizon blocks catbox, T-Mobile does not. Comcast seems to permit catbox as well.

If you are skillful in changing your Android / iOS settings, you can point to whichever DNS server you choose and not need to install an app like 1.1.1.1

I use a vpn to get on US networks and sometimes it takes a dozen server tries to find the ones that catbox will display on.

I think there are a lot of IP address blocks being used, especially by the ddos services.

For me it helped that I "resaved" them like open them in Paint and safe them again as a png or something, somehow that got them working for me.
