In a 5-4 vote, The US Supreme Court refused to bolster President Donald Trump’s foreign-aid freeze, reinstating a lower court order that requires the quick disbursement of as much as $2 billion owed to contractors for already completed work.
Cheating people out of payment for completed work sounds like a crime.
The courts and legal systems (both US and international) have very clear laws on how to claim a debt owed.
I'm grossly oversimplifying ... but effectively ... It's a process where you bring proof of (a) contractual agreements, (b) work completed, (c) and an evident refusal to settle the debt. Then the court will rule in your favor and give the debtor X days to pay ... and if no payment, the court will quickly approve asset forfeiture.
The value of this process is if you can't show you completed work against an agreed on contract ... then you are SOL. And, if there is fraud by the former manager of the account ... it will come out. (E.g. Let's say I'll pay you $10M to pretend to build a school in bumfuck Afghanistan if you kickback $1M to my buddy's hedge fund. And, then we pay and conveniently forget to check that you built the school.)

If anyone has claimed the 'work' wasn't completed, I haven't heard about it. If that were the case, either Trump or Musk should probably have mentioned that as a reason to not pay.
I never investigated all the claims that Trump commonly stiffed contractors in his personal life, and don't care enough to investigate this either. Just sounds like a dick move from what we know so far.
If it turns out they didn't fulfill the contracts, then by all means don't sign off and pay.
Agreed! No question. But, the point being is - the corruption is so massive and so rampant ... I'm confident that no-one really knows if the contract was completed. Maybe it was, maybe it wasn't. But, there has been a change of the guard which is a great time to figure it out.
This right here is how you you motherfuckers don't read. Trump supported fully funding the current CR, with USAID grants included - before this came down. They're gonna try real hard to cut them out for next years series of unconstitutional spending programs.
