The ocean that ran through the Grand Canyon in the center of North America predates that time by alot - that was during the dinosaur era. The Eocene epoch is characterized by extremely huge mammals and fauna like the Entelodon.

We know the sea levels from the sediments that were deposited in the layers of soil and rock throughout the world. Maybe there was an over-abundance of a certain algae or something. All I know is it happened and we know how far high sea levels reached when all the ice melted.
