It’s an expression that represents the sentiment that this should never have been a question in the first place. “Press 1 for english” is a slogan not necessarily a fact. We all know that no company or agency actually asks us to press 1 for english. But we do have to put up with an interruption in a foreign language, it represents a slide away from American culture and most native English speakers resent it. He’s not wrong here.
