Now that's bullshit. We didn't legalize it. We created a competing cartel that operates on red tape instead of mules. If you actually legalized it the cartels wouldn't be smuggling it. They also don't get significant power from the weed they smuggle because they don't have a monopoly on it like they do for cocaine. But if you allowed for direct legal import it would 100% skip the Mexican cartels. They'd be as irrelevant as it gets.
