All you need to do is remove their paperwork (SSN's, etc) and ability to work, earn money, etc. Huge percentages of them will then leave without official deportation. This will be aided by doing actual and visible deportations so they know enforcement is serious. The stubborn will leave areas with good enforcement and cluster in "sanctuary" locations, if available.

It's important to realize that "illegal immigrants" aren't all a bunch of illiterate morons they are very aware of what they are doing and deliberately came here with dubious status. They're clever enough to know when the jig is up and to move on when the money dries up. Easily half of them will leave on their own.
