In the parlance of the time, "well regulated" meant "trained and equipped", not "restricted by government" like we use "regulation" to mean today. A professional soldier in a standing army, for example, was "regular infantry" or often just a "regular" for short.

In other words, the first clause of the second amendment has nothing to do with government oversight. Prior to the Revolution, plenty of towns and cities managed their own defense against the natives and even naval defenses, with little to no funding or oversight from crown appointed authorities.

Bottom line is that, while the second amendment also protects the right of the people to be in a skilled militia, the way it's phrased means the right to keep and bear arms isn't contingent on doing so. And it certainly doesn't mean "needs 10,000 pages of legalese attached that you go to jail for not following to the letter", because that's not what "regulated" meant in the late 18th century.

Seems like the nobility did a fair amount of cousin fucking (eg Hapsburgs) although I know there was a church ban on it (the gaelic word for cousin translates to something like ‘ban on close relation’ ) Anyhow, I too have wondered if we are too outbred. The benefits of cousin marriage would be tribal cohesion— stronger group loyalty. The penalties might be increased tribalism or balkanisation.

I researched cousin fucking (not empirically!) and I learned that occassional instances of cousin marriage are not dysgenic— in fact they may improve fertility (lower rates of miscarriage, I assume because of genetic compatibility). Its when many successive generations of cousins marry that you have birth defects. Banning cousin marriage might have had several important effects on europeans. If we were to bring it back, it would have to be in a limited way because too much of it could be bad.

I don't know enough about the subject to say what's what, but the sociological benefits seemed clear to me, and if we're assuming larger families generally, then we can also include 2nd and 3rd cousins, which would increase the pool substantially. I mean, by the time we get to second cousins, these people don't even share the same grandparents.
