All the cartels answer to the CIA and they have multiple cartels for the same reason they have multiple political parties in the US. Its frustrating that people forget the Fast and Furious scandal.
It was whitewashed in the media. Try to read the wikipedia page for it, almost incomprehensible.
But the facts are, the ATF was selling guns to the cartels, when caught they said it was a sting, but in fact, it wasn't a sting at all, they were just supporting the cartels with thousands of guns.
This incident undermines everything about the identity and purpose of the cartels, and of who actually runs the agencies of the USA.
