Step 1. Clear people and put them in refugee camps

Step 2. Build new towns, gib them free house and generous gibs

Step 3. Gaza gets rebuilt

Step 4. Offer Palestinians to return, but:
Need to be security screened, lose that free house, lose all guns, gotta pay rent or mortgage

As much as they have a 'passion' for cause...
