That's a jurisdictional issue. With misdemeanors, especially. Federal agents aren't going to make arrests for misdemeanor state crimes. If they absolutely had to, they could, but the enormous headache that would cause for the arresting officers and the fact that the arrestees would get off because of the issues about showing up to court, make it extremely unlikely to happen.
