Automation is not something I have considered or put rules on. Mainly because it's impossible for me to know. The voting system should prevent this type of spam but he is highly upvoted with scp: 21953 (+23163/-1210), so it seems some people get enjoyment out of his content. If voting fails, there is also block. If you'd rather not block you can temporary filter all posts from a user by hiding them in increments of 20 mins/1 day/ 1 week.
If these solutions aren't enough then I will just put a hard cap of 5-10 submissions per day. It's up to the community if they want that. If so I will implement it.

That's the other thing; many of his submissions will garner 8+ upvotes in minutes for some trivial and ridiculous shit (like drama/namefagging). It's clear to me that he's vote manipulating.
