I didn't read that the Blackhawk was trying to land at Reagan, but this happens all the time. Military helicopters regularly land at commercial and civilian airports. Airports are nothing more than gas stations for general aviation.
I don't know about the passengers, yet. Time will tell.

"ADSB out" transponders send out a signal that other aircraft with "ADSB in" equipment can pick up and and display, kind of like radar, with heading, altitude, and airspeed information. Not all aircraft are required to have "ADSB in" equipment, but they are required to have "ADSB out". The airliner would have almost certainly had both. It's relatively inexpensive and the benefits are huge and obvious, especially at busy airports or in busy air space.
However, this was a long time coming. The frequency of near misses in this country over the last few years have exploded. It was just a matter of time.

Not military craft. They should have one on toggle, so that it stays on in civilian airspace, but that's a bit beyond the jews and their diversity hires to figure out.
I'd like to see that exemption. ADSB reporting enables ATC to bring traffic closer together. With a transponder only, separation must be 1 mile horizontal, 2000 feet vertical. With mode C, it's 1 miles and 1000 feet. With ADSB get can bring aircraft inside 1000 feet vertical separation. If a military aircraft didn't have ADSB, it would fuck up ATC procedures in the busiest airspaces in the country.
military aircraft land at civilian airfields all the time, theres nothing at all abnormal about it, helicopters or planes. fuck, we got a heads up at point cook of a herc on a 10 mile inbound and all of us got to the flight line to watch it do a short landing in full reverse i managed to get on camera. YMPC is fully civillian. Moorabbin has its own restricted section for polair and medevac choppers and shit. shrug
