It's really not unrealistic, consumption taxes would collect the same amount, states already have sales taxes so enforcement is already in place. IRS enforcement and data collection, is costing a fortune. Flat tax is hard to push because it's still doesn't solve the problem of what is income. The country run just fine when only the very rich payed income taxes.
