I'm sure that is the case for the city test scores. There is the same problem in the school district here where my kids are supposed to go. They have 5th graders that can't read. We bought this property bc the criticism of the local school was that it lacked diversity. It did but it also lacked people with brains and we homeschool now.
There’s definitely an issue with parents using screens to entertain their children instead of talking to and interacting with them. I’m sure that has a huge impact.

Yes. Trump bares responsibility for shutting down, or allowing to be shut down, the schools beyond that 2 weeks bullshit. He should have used the National Guard to secure access to the schools and put any teacher that didn't want to "risk it" on an unpaid voluntary leave of absence until they choose to return to work. No doubt.
Not only shutting down but schools telling parents to keep kids home if they were exposed to someone with covid. 3-4 days at a time repeatedly.
Doesn't matter anyways. Covid was "forever" ago and has nothing to do with the test scores. This is more bullshit data to have an excuse to move around those dei program workers that are getting displaced.
Get kept kids out of school, on distance learning, for almost a year or more, depending on the state. That's the harm. Especially, if the kid had some dumbass parent that didn't give a fuck.

Part of why it fails is that it is "free" and there is no cost to the end user whereas if parents were charged, they'd take an active interest.
It also fails due to the organisation of the system where non performing teachers are allowed to remain and costs kept high by admin salaries.
The whole thing is a racket.
