I've seen the headline before, but the article has a little bit of detail. Enough that I think Vietnam really is attempting to become a little less communist.

It's been interesting to notice governments are increasingly taking action to diminish the size of their bureaucracies over the last few years. Almost as if they all now know that they don't need them anymore.

The article was unusually explicit

The General Secretary of the Communist Party stressed in October that nearly 70% of the state budget is spent on salaries and administrative expenses, leaving little room for essential investments in infrastructure and development.

which makes me think that real change is happening :-)
