Horns were often used in per-christian paganism. Pan, for example, was a symbol of wildness and fertility. The devil has never been described as having horns, but the catholic church - in a desperate attempt to vilify paganism, added horns to everything that they wanted to depict as "evil". Naturally people assumed that horns = evil, and paganism suffered.

Apparently it's a mistranslation issue where Moses was supposed to be described as "radiant" rather than "horned". Which wasn't a problem at the time since horns weren't yet interpreted as a devil sign.

Japanese adopted Western cultural trends into their own original art works to popularise western influence and the wealth that was brought over with trade, commerce and exchange of ideas.
