I'm reluctant to give any credence to something that only partially prints excerpts from the writing it complains about.

First off, "niggers" was a perfectly acceptable description of niggers in 1909. Secondly, this vastly understates the amount of niggers in Congress after the Civil War and, in my opinion, takes away the issues involved with that.
