Milk is just a term to described sap or juice from plant/ plant material.
Ie, The raw opium from the poppy plant is universally known as poppy milk, and Coconut milk or water etc.

Sure, for FDA labelling/ code regulations.

Coconut milk/ water is technically a juice but is it still commonly referred to as a milk or cream.
Tbf, there is distinction between what a product is and what a product is known as or branded/ sold as.
FDA can eat my milk berries.
