Not in Catholicism it isn't! There is a specific formula for that Sacrament, and it's followed universally.

I guess it hinges on the definition of sprinkling. I believe the baptism form in the Catholic Church doesn't specify a quantity of water, only that it needs to run across the skin. It must also be water, and not colored water, or sparkling water, or tea or coffee that is mostly water, etc.

Yep, That's my understanding too. And, Non-Priests can baptize a soul in the case of an emergency leading to impending death, so a young child or an older person that had not been previously Baptized, that desires to do so.
