The cop weirdly acts surprised he'd go to the DMV without an appointment. I went without an appointment last week and it took about 20 minutes.

You can sometimes be 'not pleasant' to cops when you're legally in the clear, but it's a bad idea when you're caught with violations.

You must not live in a city. Try going to the DMV just randomly in NYC. You'll wait for hours. That's the purpose of an appointment- to avoid having to sit in there forever.
