Usually. Different types for different materials but you could just broadly say “sand” or “abrasives” for the stuff in the water. Its insane what this shit does. Even when using a normal pressure washer, there are attachments that allow you to introduce abrasive media into the stream with incredible results. It’s essentially sandblasting without the nasty nasty and potentially deadly dust.

I hit my foot one time and was wearing good leather boots and it cut it. Luckily my foot was okay but after that I started paying close attention

Water alone can't do this. These water jet cutters use sand in the water stream to cut hard things like metals. Softer things like fabrics don't use any media.
Industrial water jet cutters use pressures of around 60k PSI. The machine I used to operate was able to cut up to 9" thick steel. but cutting thicker hard materials is painfully slow.
A bit advantage of water jet cutting is that there is no heat affected zone in the material. IN safety critical component heat affected zones from plasma or torched cutting needs to be machined off.

It's not the water that does the cutting. The water acts as a sabo for the sand. It is sand blasting with water.
