I did play the RE2 remake some years back and noticed modern games are full of shaders. Spent a lot of time exploring the police station and a lot of the fine details felt blurry.
I think killing vidya games is an intentional part of their agenda. I think it was causing brains to move faster, the gamer crowd was then able to connect some dots, so they printed the cash to buy all the game companies and corrupted them. And yeas, that's a run-on sentence.
Motion blur is one of those things modern developers just can't resist adding, turn that shit off if you can.
Underlying problem indeed still exists though, each nonsense postprocessing effect added as a self-wank could have been a gameplay feature customers actually wanted.
Blame the algorithmic tricks they use now in order to let GPUs render at a lower resolution and output at a higher one. This is, of course, only because coders are too goddamned incompetent to design games that are efficient and can operate within the hardware restrictions of the era in which they’re created. Firing white people causes games to balloon from 1 gigabyte to 100 gigabytes in only a decade with barely noticeable graphical improvements.

Insane considering there are no hardware limitations anymore.
Back in the day, developers worked to push the limited capabilities of hardware which provoked creativity and innovation - often creating the illusion of going beyond the limits of hardware.
Now developers are given a blank and unlimited canvas of infinite memory and storage. As you said, this is a testament to the modern developers.
