He doesn't so much throw a punch as a chop. Which throws his arm right under the glass which cut up his arm. The safest way to punch glass is a straight in and out punch with a lot of control and not too deep if you want to have ANY chance of not cutting yourself up. But yeah,if you're punching glass bare handed,you should just go ahead and assume you're going to get sliced up to some degree. So you should only punch glass in an emergency. Though if you have a shoe,you can just take it off,put it over your hand and hit it that way.

I haven't seen that video, but an educated guess based on standard police procedures: when there is violence (domestic, gun, knife, etc.) the procedure is for the cops to arrive first and control the situation. Then the paramedics will show up. Police/paramedics are not going to risk their lives even if that means loosing 5-10 minutes of time which might be critical to save a life.

Protip: if you have an accidental firearm discharge or something equally stupid and you are forced to call the paramedics ... lie. Tell them you are having a heart attack ... don't tell them that you've got a gun and you just accidentally shot yourself. Might just save your life....

If the woman calls 911 and says that her ex is trying to break in and cut his arm on the window ... paramedics will be happy to stand back.
