A high-altitude balloon is the only reasonable explanation I can think of. Otherwise, I'm stumped on this one. I've never seen anything like it in my life.

There's a long chan post from some guy claiming there's a giant craft in the ocean that releases these things. The craft destroys anything that comes close and these 'drones' up in numbers when nuclear weapons start getting into the mix.
